Future of Kilcona

Last week, we had the chance to attend an open house put on by the City of Winnipeg and HTFC Planning and Design for the Kilcona Park/Harbourview Rec Complex Strategic Renewal and Action Plan.  We were able to see the designs and plans that are now currently all available by clicking this link. 

The pages within the website show a very ambitious proposed Master Plan which would greatly affect both currently installed courses at Kilcona Park.  While this news is very disappointing it is important to understand the process.  The proposed plans are done in two Phases:

Phase 1 which addresses upgrades to Harbourview and addresses safety and accessibility is perhaps a 5yr plan;

Phase 2 focuses on new enhancements and amenities as well as future partnerships for ongoing sustainability and may be a 5-20 year plan.
These phases are long term goals and are dependent on continued funding as well as commercial development sales. 

As a group we would like you to take a look at how these phases affect our current infrastructure and what can be done to mitigate it.

Outback

Phase 1:    Much of the holes are affected in the outback.  Depending on how many athletic fields are built where the current maintenance yards are, we may lose 3-5 holes.  Also lost is the first hole inside the southern Dog Park Expansion.

Phase 2:   If all the athletic fields are completed, we are left with hole 2, 8 and 9.

Possible solutions?
During Phase 1, when athletic fields construction gets started, we can look at redesigning the course with the remaining land that will best allow us to maintain a 9 hole course in that area of the park. 

Requests:
Once Phase 2 starts, the best solution for the Outback may be to abandon our presence there.  This is a difficult position to take, however it should not be without recompense.  I suggest we request that we be allowed to re-establish this course in a different area of the park, namely the North Community Picnic Recreation Zone.
This area, bordered by properties on Knowles Ave to the North, Norris Road to the West and the exisiting Dog Park to the South could easily support 9 holes.  While this area may not be able to allow for an expansion to 18 holes, it would provide us with a disc golf presence in a lesser used park area, part of what we all enjoy with the Outback.

Lakes:

Phase 1:   There is much to like in the proposed amenities to Phase 1 for the Lakes.  First and foremost would be the addition of approx 50 vehicle parking along Springfield Rd near the tee for hole 13, as well as the opportunity of picnic shelter.  The negative is the proposed loss of the hill for the basket of 17/tee of 18 in the western expansion of the Dog Park.  This expansion would only take place once the athletic fields near the maintenance yard are completed.

Phase 2:   Here’s where the major changes take place.  Commercial development swallows up holes 18, 1, 2, and 5.

Possible solutions? 
In speaking with members of the Design team, there is flexibility on the southern border of the western Dog Park Expansion, and we should request that they move it to the base of the hill, along the existing soccer field.  This saves 17 & 18 and upon the completion of Phase 1, the Lakes remain unaffected.  Further collaboration would be required in the positioning of proposed picnic shelters and active pathways.

Commercial devolvement proposed in Phase 2 is a long term plan and hinges on the ability for the property to be sold to a developer for construction to take place.  We should be prepared with our own long term plan and work towards a design that takes this expansion into consideration which may include expansion to the east (old #6) and re-orienting holes from 16 to 6.

Requests:
The main request at this time is to change the proposed southern border of the western Dog Park Expansion.
Further requests should include a 50 person picnic shelter with washrooms near the parking lot off Springfield Rd, warning signs at the entrances to the West Community Picnic & Recreation Zone, and a request for collaboration/consideration in the placement of proposed picnic shelters and benches.

ACTION NEEDED

Feedback is an integral part of this process, and the developers and planners are looking at each piece that they receive.  Since this process began earlier this year, they have only received a couple hundred pieces of feedback.  WE WOULD LIKE TO BLITZ THEM WITH A COUPLE HUNDRED OF OUR OWN.

-  maintain a 9 hole course around the maintenance buildings for as long as possible
-  50 person picnic shelter with washrooms near the parking lot off Springfield Rd, west of the flying circles
-  warning signs needed at the entrances to the West Community Picnic & Recreation Zone
-  move the southern border of the western Dog Park Expansion to the base of the hill along the existing soccer field
-  collaboration required in the positioning of proposed picnic shelters and active pathways
-  future reservation to re-establish the loss of the eastern 9 hole course in the North Community Picnic Recreation Zone.
